It isn't?
To my way of thinking it is, and even if it isn't by your definition, a little blues does a soul good. I do think, however, that there are other blues songs that might fit the "folk" genre a little better. Doc Watson, for one has done lots of them.

Well, I do enjoy some blues mixed in with the folk, but this one actually got me up out of my seat to turn it off. Grated on my nerves.

There aren't many tunes that Folk Alley plays that I don't enjoy but this was one.

Define "folk"
One definition of "folk" (as a noun) is a "social division of a people". As an adjective, it is sometiems defined as "of the traditions of a people". Is this folk music? You bet it is. Is it great music? You bet it is! One of the reasons I joined Folk Alley is because of the diversity of the music - please, more blues, more jazz, more folk, more Great Music!

Boundaries
Geoffrey, you say, "You bet it is" (twice), and the title of your message requests a definition of folk, but you provide none of your own. All the definitions I've seen - and my own listening experience - tell me that JAZZ IS NOT FOLK. Diversity is not a presumed all-purpose good. If we include too much into the "folk" category, then the term ceases to have much meaning. Shall we call it "Hodgepodge Alley"?

I'm sorry
I too don't mind a departure from what others may think of as 'folk' music from time to time but as some other have mentioned this tune will inspire me to get up and turn off the stream at least mute it for a while. Ruthie Foster is an incredibly powerful singer with a fantastic voice. But it's a bit much for me here.
